摘要
京津冀协同发展上升为国家重大区域发展战略,对于河北而言是千载难逢的大好机遇。科技人才在经济社会发展中起着不可替代的强大作用,但在科技人才引进方面,河北省的发展水平显著低于京津地区,一直成为制约河北发展的瓶颈。该文立足河北省科技人才引进的现实差异、虹吸效应、机制不健全等问题,提出一系列相应的机制建设思路,助力河北科技人才引进和培养,实现创新科技人才双向流动,助力河北科技创新和经济全面发展。
The coordinated development of Beijing-Tianjin-Hebei has become a major national regional development strategy,which is a golden opportunity of a lifetime for Hebei.Scientific and technological talents play an irreplaceable role of intellectual support in economic and social development.However,in terms of the introduction of scientific and technological talents,the development level of Hebei Province is significantly lower than that of Beijing and Tianjin,which has always been a bottleneck restricting Hebei’s development.Based on the actual differences,the siphon effect,the unsound mechanism,and so on in the introduction of scientific and technological talents in Hebei Province,this paper proposes a series of mechanism construction ideas to help the introduction and cultivation of scientific and technological talents in Hebei,realize the two-way flow of innovative science and technology talents,and help Hebei science and technology innovation and the overall economic and social development.
