摘要
本文从社会组织协商的研究背景入手,提出社会组织协商的理论、制度、边界、内容和场景五大难题;结合P区社会组织实际,提出社会组织支持协商、社会组织之间协商、社会组织内部协商三种协商模式,并得出“社会组织联合会是社会组织协商体系中的重要平台”的结论。本文依此建议发挥党建领导作用,建立社会组织联合会全覆盖,“为”社会组织协商“把关”;加快社会组织发展,完善社会组织联合会规范化,“促”社会组织协商“有效”;推进社会组织立法,扩大社会组织联合会影响力,“以”社会组织协商“出彩”。最后,本文提出要建立从中央到地方的社会组织联合会全覆盖,在人力、资金、政策和物资上保障各层级社会组织联合会规范化、可持续、有成效运营,为社会组织协商建立合规、实际、有效的平台。
This article starts from an introduction of the backgrounds for negotiations among social organizations,which is followed by proposing five key problems in the aspects of theory,institution,boundary,content,and circumstance for social organization consultations.Framing the empirical data collected from social organizations in P District using the“Umbrella Model”,this article summarizes three consultation models,namely social organization-supported consultation,inter-social organization consultation,and intra-social organization consultation.Moreover,we find that the federation of social organizations plays a key role in social organization consultation system.Accordingly,we put forward the following suggestions:guaranteeing the high caliber of social organization consultations by strengthening the leadership of CPC and achieving full coverage of federations of social organization;Maintaining the effectiveness of social organization consultation by facilitating the development of social organizations and enhancing the standardization of federation of social organization;and keeping the characteristics of social organization consultation by promoting the legislation of social organization management and enlarging the influences of federation of social organization.In conclusion,we propose a full coverage of social organization federation from the local to central government.Moreover,human resource,capital,policy and materials should be guaranteed for the standardized,sustainable,and effective operation of social organization federations of all levels,which in turn provides a regulated,realistic,and effective platform for social organization consultations.
