摘要
青年就业率及就业质量是社会发展的重要衡量指标。塞内加尔在非洲国家中政局较为稳定、发展态势良好、年轻人口多,但仍面临着较为突出的就业问题。该国青年就业问题对非洲而言具有典型性、代表性意义。塞内加尔的青年就业问题主要体现在就业机会不均等(地域、年龄、性别)、供需结构不平衡、求职渠道单一及就业不足现象严重。为此,塞内加尔政府采取了增设政府就业机构、加大就业扶持政策力度、设立就业支持专项基金、加强就业国际合作及有针对性地支持妇女就业等多种举措。这些政策均取得了阶段性成果,但该国青年就业仍困难重重,面临着进一步提高政府公信力及工作效率、提高青年就业质量、拓展国际合作等挑战。
The rate of youth’s employment is an important criterion when observing a country’s social development.As calculated by the ILO,the unemployment rate in Africa is rather high.Being one of the most stable,developed and populated country in Africa,Senegal is faced with such an important issue.The case of Senegal is especially typical and representative for the continent.According to our analyses,four distinguishing characteristics could be observed:a lack of balance in the job market(in terms of location,age and gender),the lack of capacity to create jobs in the country,the insufficient job seeking platforms as well as the underemployment phenomena.In the attempt to address such problems,the Senegalese government has carried out numerous policies including establishing designated facilities,creating foundations for the youth,reinforcing the international cooperation and paying a special attention to the female population.While these policies have achieved a certain amount of success,numerous challenges await.
