摘要
面对百年未有之大变局深度调整、新冠疫情冲击下全球经济下行风险加大等现实情况,如何在全面深化改革中构建"双循环"新发展格局是实现经济高质量发展的关键。我国自2009年开始已形成国内循环为主体的经济发展格局,"双循环"新发展格局作为我国进入新发展阶段的必然选择,是在马克思主义政治经济学指导下理论与实践的有机统一。针对经济结构性失衡问题,应在供需协调发展中构建"双循环"新发展格局。为有效推动"双循环"新发展格局的形成,可通过维护市场秩序和改善营商环境、推进国家治理体系和治理能力现代化、加强国际和国内区域间的制度对接等方式为新发展格局提供制度保障,以期实现经济高质量发展。
In the face of the actual situation,such as the profound adjustment of the significant changes not seen in a century,and the increasing downside risks of the global economy under the impact of the epidemic situation of COVID-19,how to construct the"dual circulation"development pattern in the process of comprehensively deepening reform is the key to achieving high-quality economic development.Since 2009,China has formed an economic development pattern with domestic circulation as the main body.As an inevitable choice for our country to enter a new development stage,the"dual circulation"development pattern is the unity of theory and practice under the guidance of the Marxist political economy.In response to the structural imbalance of the economy,the"dual circulation"development pattern should be constructed in the coordinated development of supply and demand.To effectively promote the formation of the"dual circulation"development pattern,we can provide an institutional guarantee by maintaining the market order and improving the business environment,promoting the modernization of the national governance system and governance capacity,and strengthening the institutional docking between international and domestic regions,in order to achieve high-quality economic development.
