摘要
"文化志愿服务"以培育和弘扬社会主义核心价值观为根本,主要依托公共文化设施开展活动,是我国志愿服务体系和公共文化服务体系建设的重要组成部分。自2012年被纳入国家公共文化服务体系建设以来,文化志愿服务逐步进入了稳步发展轨道。党的"十九大"以来,文化事业、文化产业和旅游业的融合发展开启了从"文化志愿服务"到"文化和旅游志愿服务"建设发展的新阶段。建立健全文化和旅游志愿服务体系,关乎人民文化权益保障以及文化和旅游领域体制改革的深化,对于健全志愿服务体系,实现国家治理体系和治理能力现代化有重要意义。后疫情时代的文化和旅游志愿服务体系建设对于建立常态化服务与应急服务机制、提升数字化志愿服务能力与管理能力等方面也提出了新的要求。
"Cultural volunteering"mainly relies on public cultural facilities to carry out service activities.Cultural volunteering has gradually entered the track of steady development since 2012,in which year it incorporated into the national public cultural service system.Since the 19 th CPC National Congress,the integrated development of cultural undertakings,cultural industries,and tourism has ushered volunteering servile in a new stage of development from"cultural volunteering"to"cultural and tourism volunteering".The establishment and improvement of the voluntary service system for culture and tourism are of great significance to the protection of people’s cultural rights and interests and the deepening of institutional reform in the field of culture and tourism.It also concerns to improve the system of the national voluntary service with Chinese characteristics and advance the modernization of governance.In the post-epidemic era,there are new requirements for the establishment of a normalized service and emergency response service mechanism,and the improvement of digital volunteer service capacity and management capacity.
