摘要
危机学习是增强组织韧性、提高政府防范化解重大风险能力的题中应有之义。已有研究侧重于探讨危机学习的概念和功能等议题,相对忽略了纵向时间视野下中国政府危机学习的转型演进历程。本文将新中国成立以来政府危机学习的演进史划分为四个阶段,分别是起始摸索期(1949—1978)、实践探索期(1979—2002)、渐进成长期(2003—2012)和均衡成熟期(2013年至今),初步刻画出中国政府危机学习“螺旋式演进”的持续进阶脉络。在此基础上,本文进一步归纳中国政府危机学习的演化趋势,即危机学习深度从“行动修正”向“系统优化”转变;危机学习机制从“反思问责”向“表彰嵌入”转变;危机学习主体从“一元主导”向“多元联动”转变。最后,遵循“知识生产—知识沉淀—知识再生产”的知识管理框架,本文结合“机会窗口”“路径依赖”和“系统调试”等视角,诠释了中国政府危机学习螺旋演化过程中“焦点式变迁”“线轴式均衡”和“环状式递进”的深层次逻辑。本文为溯源中国政府危机学习提供了基础线索,拓宽了现有危机学习研究的历史视野,丰富了危机学习研究的知识图谱。
Crisis learning is an essential part of enhancing organizational resilience and improving the government's ability to prevent and resolve major risks.Previous studies have focused on exploring the concepts and functions of crisis learmning,while relatively neglecting the transformation and evolution of Chinese government crisis learning from a vertical time perspective.The article divides the evolution of Chinese government crisis learning since 1949 into four phases,namely,the period of initial exploration(1949-1978),the period of practical exploration(1979-2002),the period of gradual growth(2003-2012),and the period of equilibrium and maturity(2013 to the present),which initially portrays the continuous evolution of the Chinese government's crisis learning in the form of a“spiral”.On this basis,we re-examine the evolutionary trend of crisis learning in the Chinese government,the depth of crisis learning has shifted from“action modification”to“system optimisation”;the crisis learning mechanism has changed from“reflection and accountability”to“recognition and embedding”;and the main body of crisis learning has changed from“monist-led”to“multifaceted linkage”.Finally,following the knowledge management framework of“knowledge production-knowledge precipitation-knowledge reproduction”and combining the perspectives of“window of opportunity”,“path dependence”and“system debugging”,this article interprets the deep logic of“focal transition”,“spool equilibrium”and“circular progression”in the process of Chinese government crisis learning.This article provides basic clues for tracing the crisis learning of the Chinese government,broadens the historical perspective of existing crisis learning research,and enriches the knowledge map of crisis learning research.
