摘要
管道安全是国家和社会共同关注的焦点问题。近十年来发生的油气管道火灾爆炸事故,提出了管道安全距离合理性评价的问题。本文介绍了管道安全距离的内涵和外延,以及美国、欧盟、英国和中国的管道安全距离法规标准。分析基于法规标准要求确定管道安全距离和基于风险可接受标准确定管道安全距离这两种方法的可行性和适用性,提出了我国管道行业实施基于风险可接受标准的建议。研究成果有助于保障长输管道和社会公共安全,并为改进《中华人民共和国石油天然气管道保护法》等法规标准提供借鉴。
Pipeline safety is the focus of the state and society.The fire and explosion accidents of oil and gas pipelines in recent years put forward the problem of rationality evaluation of pipeline safety distance.This paper expounds the connotation and extension of pipeline safety distance,and puts forward the research route of learning from foreign laws,regulations,standards and recommended practices.This paper introduces the regulations and standards of the United States,the European Union and the United Kingdom on pipeline safety distance,as well as the requirements for pipeline safety supervision at the national level.Analyze the feasibility and applicability of the method to determine the pipeline safety distance based on the requirements of regulations and standards and the method to determine the pipeline safety distance based on the risk acceptable standard.The latter is conducive to government enterprise linkage and industrial technological progress,and give play to the main responsibility and initiative of pipeline enterprises.The suggestion of implementing risk acceptance criteria in China’s pipeline industry is put forward.The research results are helpful to ensure the long-distance pipeline and social public safety,and provide reference for improving the laws and standards such as the oil and gas pipeline protection law.
