摘要
含油污泥处理管控标准是含油污泥污染物处理的标准准则。为完善和规范我国陆上含油污泥处理管控标准体系,解析国内外含油污泥处理管控标准,指出国内陆上含油污泥处理管控标准存在的标准适用范围不一、含油污泥术语定义不同、含油限值定义不明、检测方法不统一等问题,借鉴海洋石油勘探开发过程中污染物排放限值要求,提出制定陆上含油污泥处理管控标准以及排放浓度限值适用性分级原则的建议。
The control standards for oily sludge treatment is the standard criterion for the treatment of oily sludge pollutants.In order to improve and standardize the control standards for oily sludge treatment system in China,this paper analyzed the control standards for oily sludge treatment at home and aboard and pointed out that there are some problems in domestic onshore oil sludge treatment and control standards,such as different scope of application,different definition of oil sludge terms,unclear definition of oil content limit,and inconsistent detection methods.Learned from the effluent limitations for pollutants from offshore petroleum exploration and production,The suggestions on the development of the control standards for oily sludge treatment onshore and control standards and principle of applicability classification on emission concentration limits were put forward.
