摘要
2020年开始实施的强基计划是我国探索尖端人才选拔制度改革的新举措。选取理性选择制度主义的框架对强基计划招生政策进行分析,能够发现目前强基计划存在考生进入退出机制不合理、融资感知不均衡、人才选拔效率有待提高、人才培养适应性不足等问题。由此提出应进一步完善进入退出机制,促使考生做出理性选择;重视学生实习与就业问题,促进融资均衡;采用多样化手段选拔人才,提高人才选拔效率以及建构灵活的课程体系,满足学生兴趣探索的需求等多项建议,以期为完善强基计划招生政策提供参考。
The plan for strengthening basic academic disciplines,unveiled in the year of 2020,has played an important role in the systematic reform of top talents selection policy.This article,starting from the framework of rational choice institutionalism,and based on a brief analysis of the admission plan for strengthening basic academic disciplines,found out that the plan is facing such problems as unreasonable admission and graduation mechanism for candidates,unbalanced perception of financing,low efficiency of talent selection,and bad adaptability of talent training,etc.To fight against the above-mentioned problems,the article proposes that a better admission and graduation mechanism should be set up to help the candidates make a rational choice;importance should be attached to student internship and employment and the issue of financing balance;other issues like diverse means higher efficiency of talent selection,and a flexible curriculum system to meet students'demands and interest,etc.should also be taken into consideration.Only in this way,can we provide reference for the admission policy.
