摘要
经济制裁是联合国和单一国家经常使用的外交工具之一。传统经济制裁由于其全面制裁的特点,往往大规模侵犯一国人权,而随着传统经济制裁向精准性经济制裁的转变,这一现象已大大改观。但是,精准性经济制裁由于缺乏透明性,往往侵犯个人或者实体的人权,也遭到批评。有鉴于此,国际社会通过条约、决议对经济制裁加以规制,而主要的限制方式为国家报告和安理会对自身经济制裁措施的改进。
Economic sanctions are one of the diplomatic tools frequently used by the United Nations and countries.Traditional economic sanctions often violate a country’s human rights on a large scale due to the characteristics of their comprehensive sanctions.With the transition from traditional economic sanctions to precision economic sanctions,this phenomenon has greatly improved.However,precision economic sanctions have often been criticized for lacking transparency,resulting in violating human rights of individuals or entities.The international community regulates economic sanctions through treaties and resolutions,and the main restrictions are national reports and the improvement of the Council’s economic sanctions.
