摘要
井冈山旅游扶贫成效斐然,该县级市是我国贫困退出机制建立后首个脱贫"摘帽"的贫困县。然而,井冈山旅游扶贫还存在扶贫效率空间异质化,红色旅游扶贫产业链不完整,贫困户参与度不够,红色旅游对边缘镇域经济辐射带动效应不够,边缘镇域返贫风险大等问题。后扶贫时期需探索依托红色旅游产业构建资产收益扶贫机制,通过实施主体严选机制、项目运营有效驱动机制、资产入股的益贫性设计与合理的利益分配机制、监督机制,有效整合红色旅游资源,联结贫困户及相关利益共同体,实现旅游扶贫长效可持续发展。
Jinggangshan tourism has achieved remarkable results in poverty alleviation,and it is the first impoverished county to shake off poverty after the establishment of the poverty withdrawal mechanism in the country.However,Jinggangshan tourism poverty alleviation still has problems such as imbalanced efficiency,incomplete industry chain,insufficient participation of poor households,insufficient driving effect on the economy of marginal towns,and high risk of returning to poverty in marginal towns.Therefore,in the post-poverty alleviation period,it is necessary to explore the establishment of an asset income poverty alleviation mechanism relying on the red tourism industry.That is,through the implementation of the strict selection mechanism of the main body,the effective driving mechanism of project operation,the pro-poor design of asset shares,and the reasonable benefit distribution supervision mechanism,the red tourism resources can be effectively integrated,and the poor households and related interest communities can be connected to achieve long-term poverty alleviation by tourism.
