摘要
2016年,教育部联合其他部委共同颁布《关于推进中小学生研学旅行的意见》,该政策对于促进中小学校研学旅行发展起到重要作用,但在具体实施过程中也遇到了诸如研学服务商品特征明显、市场混乱、质量不佳等现实困境。究其原因,主要是市场主体强势介入、行政主体作为不够、家庭与社会参与不足以及学校主体角色缺位所致。应从完善政策制定、加强监督管理、深化多元参与、提升学校能力和落实资源保障等方面加以改进,助力我国研学旅行活动的健康持续发展。
In 2016,the Ministry of Education promulgated the"Opinions on Promoting Traveling Study for Primary and Secondary School Students"with other ministries.The policy plays an important role in promoting the development of traveling study for primary and secondary schools.However,in the process of implementation,it also encountered practical difficulties such as obvious characteristics of commodities,market confusion and poor quality.The reasons include strong intervention of market subjects,inaction of administrative subjects,insufficient participation of family and society,and the absence of school.We should break through from the aspects of perfecting policy making,strengthening supervision and management,improving the ability of schools,deepening multiple participation and implementing resource guarantee.
