摘要
在进一步深化燃煤发电上网电价市场化改革背景下,妥善处理交叉补贴成为推进电力体制改革的关键。随着工商业用户全部进入市场,电网交叉补贴面临收支失衡、补贴过度和责任分摊不公等突出问题,设计一套合理有效且符合我国电力市场改革发展的电网交叉补贴机制已成为当前重点任务。本文从供需两侧同步清晰核算电网交叉补贴额度思路出发,以用电量差异表征补贴需求水平,基于浮动价格理论建立需求侧交叉补贴定价模型,依据电压等级及用户类型提出供给侧交叉补贴分摊方案,在此基础上构建基于资金池的电网交叉补贴平衡机制。通过算例研究发现:所提核算方法及平衡机制在维持补贴收支平衡基础上,能够同步实现电网交叉补贴的精准分摊和精准收缩,为未来逐步取消交叉补贴提供思路,对完善电网交叉补贴机制具有现实意义。
Under the background of further deepening the market reform of feed-in tariff for coal-fired power generation,dealing with the cross-subsidy properly has become the key of promoting the electricity market reform.With all industrial and commercial users en-tering the market,electricity cross subsidy is facing with outstanding problems such as imbalance of income and expenditure,excessive sub-sidy and unfair responsibility allocation,and it has become a key task to design a reasonable and effective cross subsidy mechanism that con-forms to the electricity market reform of China at present.Following the idea to calculate the cross subsidy from both supply and demand sides clearly,the demand-side cross subsidy pricing model is proposed based on the floating price theory by the subsidy level,which is dis-tinguished by the electricity consumption,while the supply-side cross subsidy allocation scheme is built according to the voltage level and user type,and then the electricity cross subsidy balance mechanism is built based on the capital pool.Through the example study,it is found that the proposed accounting method and balance mechanism can realize the accurate apportionment and contraction of the cross subsidy si-multaneously on the basis of maintaining the balance of income and expenditure,which provides ideas for the gradual elimination of the cross subsidy in the future and has practical significance for improving the cross subsidy mechanism.
