摘要
近几年自治区党委以“访惠聚”驻村工作队为主,在基层贯彻群众路线,高效解决了当前基层社会治理问题,提升了南疆村干部治理能力,这是新疆基层社会治理能力的探索和创新,是践行乡村振兴战略的基本保障,是中国式现代化发展进程的体现,但同时也映射出南疆村干部队伍结构老龄化、动力不足,基层村干部专业能力提升机制不健全、统筹经济发展能力不足等问题,建议通过持续提升基层党建引领能力,树立法治思维、提高依法治村能力,强化村干部履行能力,落实村干部关心关爱政策,提高预测与处理公共危机能力等有效途径,持续提升南疆村干部治理能力,推进南疆基层治理能力现代化。
In recent years,the party committee of the Xinjiang Uyghur Autonomous Region has mainly based on village work teams of“Visiting the People,Benefiting People’s Livelihoods,Gathering People’s Hearts”implemented the mass line at the grass-roots level,effectively solved the current social governance problems at the grass-roots level,and improved the governance ability of the cadres in villages of south Xinjiang,which is the exploration and innovation of the grass-roots social governance ability in Xinjiang,the basic guarantee for the implementation of the rural revitalization strategy,and the embodiment of the development process of Chinese path to modernization,but also reflects the aging structure of the cadres in south Xinjiang villages lack of motivation,inadequate mechanism for improving the professional abilities of grassroots village cadres,and insufficient ability to coordinate economic development are issues.It is recommended to continuously improve the leadership ability of grassroots party building,establish legal thinking,improve the ability to govern villages according to law,strengthen the fulfillment ability of village cadres,implement the caring policies for village cadres,and improve the ability to predict and handle public crises,in order to continuously improve the governance ability of village cadres in south Xinjiang,and promote the modernization of grassroots governance capabilities in south Xinjiang.
