摘要
目前,自雇就业已成为欧洲国家劳动力市场政策和社会政策的重要工具。自雇就业群体同质性不强,具有差异性和多面性。总体来看,欧洲自雇就业者的社会保护状况堪忧,不少自雇就业者被社会保护体系排斥,难以应对多样化的风险。近年来,欧盟政策话语从经济话语主导转向社会保护主导,以应对自雇就业问题,这意味着欧洲自雇就业者正朝着被社会保护所包容的方向迈进。在我国新型就业形态不断涌现的背景下,欧洲国家的经验可以为我国带来一定借鉴与启示。
At present,self-employment has become an important tool of labor market policy and social policy in European countries.The self-employed are not homogeneous,but diverse and multifaceted.In general,social protection of the self-employed in Europe is worrying.Many self-employed workers are excluded from the social protection system and cannot cope with various risks.The European Union’s recent adoption of the dominant discourse on social protection to address the issue of self-employment means that the self-employed in Europe are moving towards being included by social protection.In the context of the continuous emergence of new forms of employment in China,the experience of European countries can bring some inspirations to China.
