摘要
在绝大多数的社区里,虽然社区"两委"以行政化的管理者身份出现,但在一小部分社区里,可以看到它们实践着一种新型的工作方式,即通过动员、协调、资源赋予等方式,促使业主完成从行动起来到合理对话的整个功能过程。这与公益组织的工作方式十分相似,没有因为社区"两委"具有体制内的身份而变形。不仅如此,在支持的过程中,体制内的资源还可以利用起来,促使业主从不参与状态进入参与状态,从私益性、情绪化、低视野下的参与,转化为理性的、双赢式或多赢式协商。因此,不管是体制内的力量,还是专业化的社会组织,它们都可以/需要以支持性的角色出现,从而让基层社会的发育,呈现为一种更快速、更有效、更整合的新型模式。
In most communities,the Residents Committee appears as administrative managers.However,in a few communities,it can be seen that they are practicing a new way.That is,with advocacy,coordination,and resource allocation,empowering the home owners to complete the whole functional process from action to reasonable dialogue.This approach is very similar to the working methods of non-profit organizations,and is not distorted by its governmental nature.Moreover,in the process of support,the governmental resources can also be used to promote the owners to participate,to pursue public welfare rather than private interests,to take rational win-win negotiations rather than short-sighted participation.The final conclusion is that both institutional forces and professional non-profit organizations can and need to play supportive roles to empower the social grassroots organizations to develop in a faster,more effective and more integrated model.
