摘要
针对我国西部地区绿色通航发展问题,利用SWOT分析法对其发展战略进行定性分析,然后对影响因素使用层次分析(analytic hierarchy process,AHP)法构造判断矩阵,并计算权重,最后进行一致性检验。在此基础之上,利用坐标法获得战略四边形。得出结论:在现有的空域条件下,我国西部地区绿色通航的发展应以多元化战略(ST)为主。选取优化策略,然后对我国西部地区绿色通航的发展进行了战略定位和战略选择,最后给出了战略实施对策。因此,本文的研究在一定程度上可以促进我国西部地区绿色通航的发展。
Aiming at the problem of developing green general aviation in western China,this paper made a qualitative analysis of its development strategy by using SWOT method.Then a judgment matrix for influencing factors was constructed by using analytic hierarchy process(AHP)method and the weight was calculated,and finally consistency test was carried out.On this basis,the strategic quadrilateral was obtained by coordinate method.It is concluded that under the existing airspace conditions,the development of green navigation in western China should focus on diversification strategy(ST).This paper selects the optimization strategy,then makes a strategic positioning and strategic choice for the development of green general aviation in western China,and finally gives the strategic implementation countermeasures.Therefore,the research of this paper can promote the development of green general aviation in western China to a certain extent.
