摘要
学术界表达了对平台经济的较多关注,但其相关主体利益失衡难题尚待破解。这种利益失衡主要表现在三方面:各相关主体经济利益失衡、平台企业与个体参与者自主性等人格权益失衡、平台经济相关主体安全利益失衡;其深层原因是私有民营平台运营数据的资本逻辑和私有平台经济固有的内在矛盾。为此,我们建议对私有民营平台进行以公有资本控股为主要内容的混合所有制改革,其合理性主要来自社会主义制度和国家战略的政治需要、生产力与生产关系辩证统一的经济需要、协调利益创造和分配的社会需要,及实现主体利益均衡、推动经济高质量发展和全面共同富裕等方面的必要性,以及社会主义制度、数字化智能化技术、生产力要求生产关系变革和平台经济发展趋势等所昭示的可能性。要实现这一变革,应当遵循以下方法论原则:以马克思主义为指导,科学发挥“资本的文明面”,从大数据的共享化入手,以平台混合所有制改革为重点,努力实现平台经济相关主体共赢共享、共同富裕。
Platform economy is gaining more attention in academia,but the problem of imbalanced interests in related subjects remains to be solved.The imbalance of interests is mainly reflected in three aspects:the imbalance of the benefits for each relevant subject,the personality rights imbalance such as autonomy of platform companies and individual participants,and the imbalance of security interests of relevant subjects in the platform economy.The underlying cause of these problems is the contradiction between the private platform economy and the capital logic of data operated by private platforms.Thus,we suggest a mixed ownership reform with public capital holding as the main content for private and private platforms.The rationality of this reform comes from the political needs of the socialist system and national strategy,the economic needs of the dialectical unity of productive forces and production relations,and the social needs of coordinating the creation and distribution of benefits,and the necessity of realizing the balance of the interests of the main body,promoting high-quality economic development and comprehensive social progress,as well as the possibilities indicated by the socialist system,digital and intelligent technology,productivity requirements for production relations,and the development trend of the platform economy.To achieve this public ownership reform,the following methodological principles should be followed:taking Marxism as a guide to give full pay scientifically to the civilized side of capital;starting from the sharing of big data;focusing on the public ownership reform of the platform;striving to achieve the balance of interests of relevant subjects in the platform economy.
