摘要
从"新基建"工程的范围与发展趋势出发,分析"新基建"工程与造价管理存在紧密联系的四个主要特点,指出传统工程造价管理制度在"新基建"工程的适用方面存在难以准确计量、难以准确计价、难以形成有效竞争、模块化设备计价对总价影响大等四个难点,提出构建指标化工程造价体系、推广项目全生命周期造价管理理念、创新承包方式推动合作模式变革、加大复合专业人才的培养力度四个方面的解决对策。
This paper analyzes four main characteristics of close relationship between"new infrastructure"and cost management from the working scope and development trend of"new infrastructure".Then,points out four difficulties in the application of traditional project cost management system in"new infrastructure"projects,including difficult to accurately measure and valuation,difficult to form effectively competition and the great impact of modular equipment pricing on the total price.In the end,proposes countermeasures from four aspects of building an index engineering cost system,bringing the concept of project life cycle cost management,promoting the reform of cooperation model with innovative contracting methods,and increasing the training of compound professionals.
