摘要
党的十九届五中全会提出,要实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接。作为我国"三农"发展的两大重要战略部署,脱贫攻坚与乡村振兴是内在统一、相辅相成的。本文从制度经济学的视角出发,论证了两者的有效衔接能够减少交易费用、优化产权结构、降低改革成本、避免利益冲突、培育农村人才,形成良好的政策效果和经济效益。同时,采用熵权法建立乡村振兴评价指标体系,得出31个省(区、市)乡村振兴发展水平,并进一步分析乡村振兴五大目标之间的内在联系。在此基础上,提出既要从存量角度巩固拓展脱贫攻坚成果,也要从增量角度谋划乡村振兴战略中城乡统筹、农业产业化、区域协调发展等重要路径,推进乡村全面振兴,农业强、农村美、农民富的全面实现。
As pointed out by the fifth plenary session of the 19 th CPC Central Committee,the country will consolidate and expand the achievements in poverty relief and guarantee a smooth transition into rural vitalization.As two important strategies for the development of agriculture,the countryside and farmers,poverty relief and rural vitalization are unite as a whole and complementary to each other.From the perspective of institutional economics,this paper demonstrates that the effective transition of the two can reduce transaction costs,optimize the structure of property rights,reduce reform costs,avoid conflicts of interest,cultivate rural talents,and form good policy effects and economic benefits.At the same time,the entropy weight method is used to establish the evaluation index system of rural revitalization,obtain the development level of rural revitalization in 31 provinces,and further analyze the internal relationship between the five goals of rural revitalization.On this basis,it is proposed that we should not only consolidate the remarkable achievements made in the economic development,system innovation and cultural construction of the“three rural areas”from the perspective of stock,but also plan the important paths of urban-rural integration,agricultural industrialization and regional coordinated development in rural revitalization strategy from the perspective of increment,so as to promote the comprehensive revitalization of rural areas and realize the comprehensive realization of strong agriculture,rural beauty and rich farmers.
