摘要
美元是美国金融霸权的根本,也是美国对外金融控制的"杀手锏"。要有效应对美元的负外溢效应,治本之策还是改革现有不合理的单一美元主导的国际货币体系,推动人民币由本国货币成为区域货币,并最终成为世界货币,实现与我国经济地位、贸易地位相匹配的货币地位。在推动人民币国际化的具体方式上,也要从过去的以需求侧驱动转向更加注重供给侧驱动,一方面要以"一带一路"建设为引领,加大人民币国际化的产品供给,打造人民币出海的资本输出战略;另一方面要加大人民币国际化的制度供给,提高汇率政策的市场化水平和透明度,大力发展人民币离岸市场,同时健全完善跨境金融风险防控措施,构建清晰、可预期的金融政策体系,以实现促进经济高质量发展和有效防范输入性金融风险的双重目的。
Dollar is the foundation of American financial hegemony.The fundamental solution to secure is to reform the inappropriate international monetary system and promote the internationalization of RMB.The goal of internationalization is to transfer RMB from domestic currency to regional currency,and finally become world currency,matching Chinese economy and trade status.The concrete method to promote internationalization of RMB is to adjust the promotion strategy from demand side to supply side.We need to supply more RMB financial products and capital under the guidance of one belt,one road initiative.We also need to optimize our foreign management system,improving the marketization and transparency,developing RMB offshore market,building mature financial risk prevention and control system.After all these methods,we aim to promote high-quality economic development and guard against input financial risk.
