摘要
构建海南自由贸易港金融政策制度体系是服务支撑海南经济社会健康可持续发展的现实需要,既是促进海南金融业开放创新的必然要求,也是加强市场监管和防范金融风险的题中应有之义。近年来,海南自由贸易港在探索内外分离型离岸金融发展新模式、稳步推进资本自由兑换、构建多功能自由贸易账户体系等方面取得一定改革成效,但也仍存在着金融机构体系不健全、金融制度集成创新有待加强、改革中遭遇固有法律体制障碍、金融监管制度与风险防控体系亟待建立等一系列现实问题。因此,海南自由贸易港应在立足于本国国情基础上,积极借鉴世界著名自由贸易港金融制度创新有益经验,尽快建立起包括金融政策创新体系、金融法治保障体系、金融市场监管制度等在内的多层次、多机制、综合性金融政策制度体系,为金融开放创新与市场监管协调发展奠定坚实基础,打造具有金融创新引领作用的中国特色自由贸易港。
Constructing the financial policy system of Hainan free trade port is the practical need to support the healthy and sustainable development of Hainan’s economy and society,the inevitable requirement to promote the opening and innovation of Hainan’s financial industry,and the meaning of strengthening market supervision and preventing financial risks.In recent years,Hainan free trade port has achieved some reform results in exploring a new mode of offshore financial development with internal and external separation,steadily promoting the free exchange of capital,and building a multi-functional free trade account system.However,at the same time,there are also many problems such as the imperfect financial institution system,the integrated innovation of the financial system should be strengthened,encountered inherent legal system obstacles in the reform,financial supervision system and risk prevention and control system need to be established urgently etc.Therefore,Hainan free trade port should be based on its national conditions and actively learn from the experience of financial system innovation of the world-famous free trade port,establishing a multi-level,multi mechanism and comprehensive financial policy system,including the financial policy innovation system,the financial rule of law guarantee system,and the financial market supervision system,in order to lay a solid foundation for the coordinated development of financial openness innovation and market supervision,and build a free trade port with Chinese characteristics that plays a leading role in financial innovation.
