摘要
惠民惠农补贴作为覆盖面广且直接牵涉广大农牧民直接利益的补贴,着力于解决各族群众最关心、最直接、最现实的利益问题,得到了广大群众的真心拥护和信赖。随着惠民惠农政策力度的不断加大,补贴资金的逐年增加,在管理过程中虚报冒领、截留挪用等侵害农牧民利益的违法事件时有发生,这严重影响了惠民惠农政策的有效落实。本研究以新疆惠农惠民补贴部分数据作为资源,充分利用Apriori算法产生补贴间的关联规则,以产生的异常关联规则为切入点,发现数据中隐藏的问题,并以问题为导向挖掘补贴发放中的冒领欺诈等违规行为,为改进补贴管理提供建议,进而提升补贴管理能力及决策水平,为惠民惠农补贴精准管理探索新的途径。
Subsidies for benefiting people and farmers focus on solving the most concerned,the most direct and realistic interests of the masses,and have received the sincere support and trust of the masses.With the increasing strength of the policy of benefiting people and farmers,the subsidy funds have increased year by year,and the illegal incidents of infringing on the interests of farmers and herdsmen,such as false claims and misappropriation,have occurred in the management process,which has seriously affected the effective implementation of the policy of benefiting the people and the farmers.In this paper,we use the data of some subsidies for farmers and herdsmen in Xinjiang as resources,make full use of the Apriori algorithm to generate association rules among subsidies,use the generated abnormal association rules as the entry point to discover the hidden problems in the data,and take the problems as the guide to explore the fraudulent and fraudulent behavior in the issuance of subsidies,provide suggestions for improving the management of subsidies,and then improve the subsidy management ability and decision-making level,and explore new ways for the accurate management of subsidies for farmers and herdsmen.
