摘要
以师范专业认证标准为准则的质量保障体系是确保师范专业持续发展的必要前提与基本保障。当前在国家教育政策和规制方面,师范专业质量保障始终伴随着师范教育的不同改革阶段而发展;在高校改革实践中,高校师范专业也在探索内外部质量保障措施及模式。与此同时,师范专业质量保障在工作的理念方面,以学生为中心的认证理念尚未有效转化为教育教学行为;在体系结构性方面,质量保障体系的要素还存在结构性缺失或弱化的现象;在专业认证标准执行方面,对认证标准理解不到位、执行有偏差;在评估方法方面,与认证标准相关的部分师范类评价指标缺失,"异化评估"问题凸显;在运行机制有效性方面,偏重于质量保障的科层管理倾向,质量文化缺失。面对这些挑战,师范专业认证标准为师范专业质量保障提供了新视角,也为构建师范专业质量保障体系提供了新路径。要遵循OBE产出导向教育理念,完善"国标""校标"有机结合的师范专业质量标准体系,实施"四位一体、五个达成"质量保障运行机制,将认证标准内化为专业质量标准意识和自觉行动。
It is an inevitable requirement and basic guarantee for the sustainable development of teacher education program(TEP)to construct the quality assurance system based on the accreditation standards of TEP.At present,the concept,system structure,standard implementation,evaluation method and operation mechanism of quality assurance of TEP are faced with certain challenges.The program accreditation standards of TEP provides a new perspective for reviewing and responding to challenges,and also provides a new path for the construction of quality assurance system of TEP.We should follow the concept of"student-centered,output-oriented and continuous improvement"of professional certification,improve the"national standard"and"college standard"organic combination of TEP quality standards system,implement multiple quality assurance mechanism.Finally,we should take the development of normal university students as the value orientation to cultivate quality culture and internalize accreditation standards into awareness and conscious action.
