摘要
全面推进乡村振兴需要扭转劳动力、土地、资金等资源要素持续流出的“失血”局面,破解农民弱势、农业弱质、乡村碎片化、农民原子化等难题。对此,党支部领办合作社基础上多模式开展农业托管服务是一种积极探索,能够组织农民更好对接农业托管服务主体,拓展延伸产业链、供应链、价值链、创新链,增强乡村内生发展力,优化城乡资源要素自由流动配置,为协调推动城乡融合发展提供有效载体和实现路径。
Comprehensively promoting rural revitalization requires reversing the“blood loss”situation in which labor,land,capital and other resource elements continue to flow out,and solving the problems of disadvantaged farmers,unsatisfactory agricultural quality,countryside fragmentation,farming atomization,and so forth.In this regard,the multi-mode agricultural trusteeship service is actively explored through cooperatives led by the CPC branches.The mode can organize farmers to better dock the entity of agricultural trusteeship service,expand and extend the industrial chain,supply chain,value chain,and innovation chain,enhance the endogenous development of rural areas,optimize the allocation and mobilization of resource elements between the urban and the rural,and provide an effective carrier and realization path for coordinating and promoting the integration of urban and rural development.
