摘要
中产阶级外交政策是拜登新政府正在实施的一项旨在推动美国"重建美好未来"的重大战略。该战略的形成具有深刻的社会根源、现实背景和理论准备,拜登政府主要通过打破内外政策藩篱、加强国内产业链安全和扩张、强化盟友合作、谨慎选择和加入贸易协定谈判、以中国为外交政策重心等政策选择开启美国传统外交政策的战略转型,进入一个一切外交政策都为国内中产阶级复兴而服务的新阶段。该政策的未来前景主要取决于拜登政府能否超越外交政策与国内政策的鸿沟、重拾盟友全面信任,以及理性处理与中国的竞合关系。从维护世界和平和中美关系稳定的角度,中国可以采取以下战略应对:对拜登中产阶级外交政策转型给予重视;底线思维,以我为主加快推进双循环新发展格局构建;通过加强多边主义增进各国合作共赢的认知和共识。
Foreign Policy for the Middle Class is a major strategy being pursued by the new Biden administration to“rebuild a better future”for the United States.The formation of the strategy has the profound social roots,realistic background and theoretical preparation.To advance the transformation of America's traditional foreign policy into one that is all for the middle class,Biden government's main measures include breaking the internal and external policy barriers,strengthening security and expansion of domestic industry chain,strengthening ally cooperation,carefully joining the trade agreement,regarding China as a center of foreign policy and other policy choice.The future of this policy depends largely on the Biden administration's ability to transcend the gap between foreign and domestic policy,regain the full trust of Allies,and rationally manage the competitive and cooperative relationship with China.From the perspective of maintaining world peace and the stability of China-US relations,China can adopt the following response strategies:to understand Biden's middle-class foreign policy transformation;to keep bottom-line thinking with effort to accelerate the construction of the new“dual circulation”strategy;and enhancing the awareness and consensus of win-win cooperation among countries through strengthening multilateralism.
