摘要
按照中央的部署,通过全面深化改革,推进国家治理现代化,将制度优势转化为治理效能,是关系党和国家事业兴旺发达、国家长治久安、人民幸福安康的重大问题,是我们当前理论和实践中最重要的一件大事。围绕国家治理现代化,政治学、管理学、社会学、科技哲学等学科的同志都做过许多具体、实证的研究,取得了一些可喜的成果,本文认为,除了这些具体的属于硬件方面的东西外,还需要一些观念的属于软件方面的因素,承认、信任、公正就是其中比较重要的,是落实中央部署,切实推进国家治理现代化的三个关键词。"承认"是社会主义制度和民主治理的本质要求,"信任"是社会主义国家主体间关系的重要内容规定,"公正"是社会主义核心价值的根本体现。
According to the deployment of the Central Committee,promoting the modernization of national governance through comprehensively deepening reform and transforming institutional advantages into governance efficiency are major issues related to the prosperity of the party and the country,the long-term stability of the country and the happiness and well-being of the people.It is the most important event in our current theory and practice.Around the modernization of national governance,comrades in the disciplines of politics,management,sociology and philosophy of science and technology have done many specific and empirical studies and achieved some gratifying results.This paper holds that in addition to these specific things that belong to hardware,there are also some conceptual factors that can be regarded as belonging to software,among which recognition,trust and justice are more important.They are the three key words for implementing the central deployment and effectively promoting the modernization of national governance,among which,“Recognition”is the essential requirement of socialist system and democratic governance,“Trust”is an important content of the relationship between the subjects of socialist countries,and“Justice”is the fundamental embodiment of socialist core values.
