摘要
"双一流"重大战略提出后,高校不断追求卓越,这对人事制度改革提出了更高的要求。一流大学和一流学科的建设,关键在于有效推动高校人事制度综合改革,将各类优秀的人才充实到教师队伍。"双一流"建设背景下,高校要认清目前自身人事制度缺陷,明确其改革诉求,建立现代人事制度。在价值取向上,高校要寻求绩效优先与以人为本的统一,局部创新与协同推进的统一,基础研究与服务社会的统一。在实现路径的选择上,高校要优化人事管理制度,注重多角度契合;改进编制效用,强化岗位管理;推动分类考核,进行多方位评价;突破绩效工资限制,重塑以岗定薪。
After the major strategy of"Double First-class"was put forward,colleges and universities have been pursuing excellence,which puts forward higher requirements for personnel system reform.The key to the construction of first-class university and discipline lies in effectively promoting the comprehensive reform of the personnel system in colleges and universities and enriching all kinds of excellent faculty talents.Under the background of"double first-class"construction,colleges and universities should have a clear understanding of their current personnel system defects and clarify their reform demands in order to establish a modern personnel system.In terms of value orientation,colleges and universities should seek the unity of performance priority and people-orientation,the unity of local innovation and collaborative promotion,and the unity of basic research and social service.In the choice of a realization path,we should optimize the personnel management system and pay attention to multi angle fit;improve the effectiveness of establishment and strengthen post management;promote the classification assessment and carry out the multi-dimensional evaluation.Additionally,we should break through the limitation of performance-based pay and reshape the posted salary.
