摘要
新中国成立以来我国高校领导体制经历了行政主导下的领导体制、确立党委领导地位的领导体制、党委领导下的校长负责制三个阶段的嬗变。运用多源流理论分析发现,问题源流往往是高校领导体制改革的导火线,政治源流对于高校领导体制的改革起着主导作用,政策源流对于高校领导体制改革起着推动作用。进一步健全完善我国高校领导体制,需要坚持党的全面领导,强化高校政治功能;注重以问题为导向,推进高校科学发展;加强治理制度设计,营造良好学术生态。
Since the founding of the People’s Republic of China,the leadership system of Chinese colleges and universities has experienced the evolution of the leadership system under the leadership of the executive,the leadership system of establishing the leadership position of the party committee,and the principal responsibility system under the leadership of the party committee in the past70 years.Using multi-sourcew theory analysis,it is found that the source of problems is often the fuse of the reform of the universities leadership system;the political source plays a leading role in the reform of the universities leadership system;and the policies source plays a driving role in the reform of the universities leadership system.To further improve and perfect the universities leadership system in China,it is necessary to adhere to the overall leadership of Chinese Communist Party and strengthen the political functions of colleges and universities.It is necessary to focus on problem-oriented and promote the scientific development of universities,to strengthen the design of governance system and create a good academic ecology.
