摘要
基于榆神四期规划区煤及共伴生资源赋存特征,提出了煤及共伴生资源多元、协调、智能、绿色开发模式。针对规划区内煤层埋深较大、地表生态环境脆弱及多种资源共伴生的特点,提出了"一多、两低、三高、四协调"的综合能源开发策略,阐述了煤与共伴生资源多元—协调—智能—绿色开发的概念及技术内涵。针对规划区煤炭资源埋深相对较大的特点,提出了煤炭资源的井下采—选—充—复智能绿色开发模式,阐述了相关技术路径;针对多种资源共伴生的特点,提出了井上下多种能源一体化智能开发模式,实现煤炭—石油—天然气的一体化智能开发,建成煤、电、气、油一体化供应,太阳能、风能协同一体化开发的大型清洁能源基地。从激励政策、综合管理体制与制度、生态补偿机制等方面提出了相关政策建议。
Based on the occurrence characteristics of coal and its associated resources in the planning area of Yushen phase IV,the diversity,coordination,intelligent and green development mode of coal and its associated resources is proposed.According to the characteristics of large coal seam buried depth,fragile surface ecological environment and multiple resources cooccurrence in the planning area,a comprehensive energy development strategy of"one more,two low,three high and four coordination"is proposed,and the concept and technical connotation of"diversity-coordination-intelligent-green"of coal and co-associated resources are expounded.In view of the relatively large buried depth of coal resources in the planning area,the intelligent green development mode of underground mining,beneficiation,filling and recovery of coal resources is proposed,and the relevant technical paths are described;According to the characteristics of multiple resources,an integrated intelligent development mode of multiple energy sources above and below the well is proposed to realize the integrated intelligent development of coal oil natural gas and build a large clean energy base with integrated supply of coal,electricity,gas and oil,solar energy,wind energy and collaborative development.From the aspects of incentive policy,comprehensive management system and system,ecological compensation mechanism,the paper puts forward relevant policy suggestions.
