摘要
文章阐述了基于B/S结构建立内蒙古三级决策气象综合服务系统的基本设计思路、系统功能和结构框架。系统包括气象灾情实时显示、天气气候敏感性分析、决策气象服务产品库与产品检索、多业务部门协同工作、决策服务产品综合加工、决策气象服务业务考核、后台管理和监控、决策气象服务门户网和手机APP共9个业务子系统;建立了决策气象服务产品制作的启动标准和阈值;技术上采用WebGIS、JAVAEE(J2EE)和面向服务的流程管理架构等关键技术;该系统为实现决策气象服务业务流程智能化提供思路。
For the purpose of improving meteorological services for decision-making,we design and construct the three-staged comprehensive service system.The article describes the general design and structure of system functions.The system consists of 9 services sub-systems:real-time weather hazards information system,weather and climate sensitivity analysis system,decisionmaking service products collection and index,cross-department collaboration,decision-making service products processing,decision-making service products quality scoring,background management and monitoring,and decision-making portal and mobile application.We establish the starting standard and threshold of decision-making products.We use the key technologies,listing WEBGIS,JAVAEE(J2 EE),process management structure for services,etc.The system inspires the following development of intelligent climate services for decision-making.
