摘要
目的了解《公共场所卫生管理条例》实施过程中存在的问题,提出修订建议。方法2019年4月—8月,采用网络问卷调查的方式,调查29个省、市、自治区172个城市的486名卫生健康工作人员。结果《公共场所卫生管理条例》为创造良好的公共场所卫生条件,预防疾病,保障人体健康发挥了重要作用;主要问题是:(1)适用范围、监测内容与现有社会经济发展需求不适应;(2)缺少预防性健康风险监测与风险管理相关内容;(3)罚则与现行法律脱节,惩罚力度小,场所违法违规成本低。结论建议尽快修订《公共场所卫生管理条例》,增加风险监测与管理,细化处罚细则,增强执法机构能力建设。
Objective To understand the problems existing in the implementation of the Management Regulations on Sanitation at Public Places and put forward suggestions for revision.Methods From April to August 2019,a total of 486 health workers from 172 cities in 29 provinces,cities and autonomous regions were investigated by questionnaires.Results The regulations played an important role in creating good sanitation conditions in public places,preventing diseases and safeguardinghuman health,but there werealso problems such as the scope of application,monitoring content,etc.which were not suitable for the needs of the existing social and economic development,the urgent need to increase risk monitoring and management,and the inability to effectively implement the penalty provisions.Conclusion It was suggested to amend the regulations as soon as possible,increase risk monitoring and management,refine the detailed punishment rules,and strengthen the capacity-building of law enforcement agencies.
