摘要
党内法规和国家法律衔接协调,是党中央提出的法治建设重要命题。新冠肺炎疫情为党内法规和国家法律衔接协调提供了一个宝贵样本:防控决策贯通党章和宪法共同理念,证明了党规与国法的总体协调性;防控过程贯彻党领导下依法治疫方针,做实了党规对国法的引领保障性;防控初期暴露的短板,提供了党规与国法衔接协调方向;防控具有的典型性,提供了深入的法治启迪。
It is an important proposition put forward by the Party Central Committee according to the reality and the goal of the construction of the rule of law to link up and coordinate the laws and regulations within the party and the national laws.The novel coronavirus pneumonia provides a valuable sample for the convergence and coordination of the party’s laws and national laws:prevention and control decisions,the common concept of the party constitution and the constitution,the overall coordination between the party’s laws and national laws,the implementation of the party’s leading policy of epidemic prevention according to the law,the implementation of the party rules and regulations for the protection of the national law,and the prevention and control of exposure,providing a cohesive party between the party rules and the national law.Xiang;the typicality of prevention and control suggests that we should think about the prevention and control of epidemic situation.
