摘要
目前我国经济已由高速增长阶段转向高质量发展阶段,但由于过去快速发展经济所导致的环境问题逐渐显现,对此我国不断实施环保政策,环保执法作为发挥法律实质作用的关键途径也受到重视。但环境监察执法依然面临着很多问题,本文将从环保执法现状出发,探讨执法过程中所面临的困境,同时对如何解决这些问题进行探索,给出了具体的应对措施,主要包括完善法律法规、环保执法机构规范化、优化执法力量配置、提升执法人员专业素质、加强执法监督管理、督促企业落实责任。
At present,China’s economy has shifted from a high-speed growth stage to a high-quality development stage,but the environmental problems caused by the rapid economic development in the past have gradually emerged.For this reason,China has continuously implemented the environmental protection policy,and environmental protection law enforcement as a key way to play the essential role of the law has also been paid attention to.However,environmental supervision and law enforcement still faces many problems.This paper will discuss the difficulties faced in the process of law enforcement from the present situation of environmental protection law enforcement,explore how to solve these problems,and give specific countermeasures,including perfecting laws and regulations,standardizing environmental protection law enforcement agencies,optimizing the allocation of law enforcement forces,improving the professional quality of law enforcement personnel,strengthening law enforcement supervision and management,and urging enterprises to implement their responsibilities.
