摘要
突发事件具有突然性、不可预测性和破坏性等特点,突发事件的发生无论对社会还是监狱的安全稳定,都是一种威胁和挑战。无论是情景推演还是风险评估,都是监狱突发事件应急管理中的一部分,完善的"情景-应对"型应急管理平台,应当包含全方位一体化的指挥调度系统,应围绕多媒体受理、集成化控制、综合性信息、智能化决策等几个方面建设一体化指挥调度平台。
Emergent events tend to be sudden,unpredictable and destructive in characteristics.The occurrence of emergencies is a threat and challenge to the security and stability of both society and prisons.Either scenario deduction or risk assessment is a part of the emergency management of prison emergencies.A complete"scenario-response"emergency management platform should include an all-round integrated commanding system established on the basis of multimedia acceptance,integrated control,comprehensive information,and intelligent decision-making.
