摘要
目的通过制订一套社区卫生服务中心基本公共卫生服务绩效考核指标体系,为进一步完善绩效考核评价体系提供相应的对策与建议。方法2019-03-04-2019-04-05根据系统理论和激励理论初步构建考核指标体系。采用专家研讨法确定服务数量和服务质量指标;通过2轮德尔菲专家咨询法,确定其他考核指标。采用Likert5级评分法对指标的重要性和可操作性进行打分,运用加权平均数算法计算指标的权重。结果2轮发放咨询表均为15份,回收均为15份,有效回收率均为100%,专家对该研究有较高的积极性;2轮专家的权威系数(Cr)分别为0.893和0.867,专家意见有较高的可信度;2轮的总变异系数分别为0.255和0.246,说明专家意见变异性小;协调一致性检验,差异有统计学意义(P<0.001),专家协调程度较好。结论本研究构建出一套基本公共卫生服务考核指标体系,共5个一级指标,服务数量包含了174个服务项目,服务质量包含了12项指标,组织管理、服务利用和服务效果包含了11个二级指标和46个三级指标。
Objective This study provides corresponding countermeasures and suggestions for further improving the performance evaluation system by formulating a set of performance evaluation index systems for essential public health services in community health service centers.Methods From July 1 to August 19,2019,the expert discussion method was used to determine the service quantity and quality indicators;From September 4 to October 23,2019,two rounds of Delphi expert consultation method were adopted to determine other evaluation indicators:the Likert 5-level scoring method was used to score the importance and operability of the indicators,and the weighted average algorithm was used to calculate the weight of the indicators.Results There were 15 consultation forms issued in both rounds,and 15 forms were both recovered,the effective recovery rate was 100%for both,indicating that experts have a high degree of enthusiasm for the research;the authority coefficients(Cr)of the two rounds of experts were 0.893 and 0.867 respectively,indicating that the expert opinions have a high degree of credibility;the total coefficients of variation of the two rounds were 0.255 and 0.246 respectively,indicating that the variability of expert opinions was small;the coordination consistency test P<0.001,the difference was statistically significant,indicating that the degree of expert coordination was good.Conclusions This research constructs a set of essential public health service assessment indicator system,with a total of 5 first-level indicators;the number of services includes 174 service items;the service quality includes 12 indicators;and the organization management,service utilization and service effects include 11 secondary indicators and 46 tertiary indicators.
