摘要
20世纪20年代以后,东北通过设立区域性的铁路管理机构东三省交通委员会(后称东北交通委员会),致力于建设区域性的铁路网,力图打破日俄铁路在东北的垄断地位。东北地方政府逐渐建立起的独立于中央管理之外的区域性管理机构,已然超越了单纯地方交通行政范围的边界。该委员会既是东北铁路网快速发展的推动者,也是近代以来趋于集权的铁路管理体制的消解者。从政治意蕴而言,因其是半独立政治空间的支撑者,自然会承担多重职责,然其效果难如人意。交通委员会的功能定位,显现了在区域政治格局之下,交通行业管理机构所面临的纠结和困境。
After the 1920s,Northeast China was committed to the construction of a regional railway network through the establishment of a regional railway management organization,the traffic committee of the three northeast provinces(later called Northeast Traffic Committee),in an attempt to break the monopoly of Japanese and Russian railways in Northeast China.In the field of traffic administration,the local governments in Northeast China had gradually established regional management organizations independent of the central management,which were beyond the boundary of local traffic administration.The traffic committee of the three northeast provinces(northeast)not only promoted the rapid development of the railway network in Northeast China,but also disintegrated the railway management system which tended to be centralized since modern times.In terms of political implications,as the support of the semi-independent political space,it would naturally assume multiple responsibilities,but the effect was not satisfactory.The function orientation of the traffic committee shows the entanglements and dilemmas faced by the traffic industry management organizations under the regional political pattern.
