摘要
光绪三十三年发生的丁未政潮,权臣岑春煊被排挤出局,积极谋求更为权势之地,遭到朝中各势力的暗中阻挠,可视为政潮余波。湖南巡抚岑春蓂提出选取廉明刚正大员巡阅长江,实为乃兄插手沿江事务发声,引起督抚端方、张之洞的不满,提议被否定,此后被暗中弹劾。南北洋联合打压岑春煊波及甚广,岑党要员沈瑜庆亦受牵连,御史台谏充当了斗争的工具。江督端方持续针对岑春煊的根源在于其觊觎己位,对于盘踞在沪的竞争对手格外关注,自然不能容忍政敌制造复出的舆论及种种谋划,晚清报刊介入政治于此体现尤为明显。岑春煊谋求复出过程反映了光宣之际的权力格局演变与政治生态变迁。
The powerful minister Cen Chunxuan was excluded from the center of political stage during the Dingwei political conflict in the 33rd year of Emperor Guangxu’s reign.Afterwards,he actively sought for a more powerful position for himself and was secretly obstructed by various forces in the court.This could be seen as the aftermath of the political conflict.Cen Chunming,the Governor of Hunan,proposing to select honest and upright officials to patrol the Yangtze River,was actually voicing out for his brother Cen Chunxuan’s interference with the water affairs alongside the Yangtze River.The action of Cen Chunming had aroused the dissatisfaction of Duan Fang and Zhang Zhidong,who were then the governors of China’s southern provinces.Cen Chuming’s proposal was rejected and he was secretly impeached.The joint suppression of Nanyang and Beiyang camps spread so widely that the key member of the Cen party Shen Yuqing was also affected,turning the imperial censors into a means to initiate conflicts.Duan Fang,the Governor of Liangjiang aimed at Cen because the latter casted greedy eyes on his administrative position.Thus,Duanfang paid special attention to his opponents entrenched in Shanghai,showed an intolerant attitude towards the various schemes and consensus created surrounding Cen’s comeback.This was clearly revealed in the contents of late Qing newspapers and magazines,whose intervention with politics was very deep during this period.The process of Cen’s seeking a comeback reflects the evolution of power structure and the change of political ecology during the time of Guangxu and Xuantong’s reigns.
