摘要
成品油出口在化解国内炼油产能过剩,拉动炼油加工负荷,调节国内成品油消费结构矛盾,获取出口边际效益,融入国际市场和提升企业竞争能力等方面发挥了重要作用。滞期的控制是企业成品油出口的重要环节。文章从成品油出口滞期的变化及原因,重点从备货、验舱方式、充惰方案、码头效率等方面,分析了为控制出口滞期采取的主要措施及管控效果,指出了目前存在的问题,提出了进一步降低出口滞期的建议。
The export of refined oil products plays an important role in resolving excess refining capacity,driving refining processing load,adjusting the structural contradictions of domestic refined oil,obtaining marginal export benefits,integrating into the international market,and improving enterprise competitiveness,etc.Export demurrage control is an important part of refined oil export.This paper analyzes the changes and causes of export demurrage of refined oil products in SINOPEC Jinling Company(“JPC”)in recent years,which is mainly from the aspects of cargo preparation,compartment inspection,inert gases filling scheme,terminal operational efficiency and so on to analyze the measures and effects of export demurrage control and put forward existing problems and suggestions of further export demurrage reducing.
