摘要
目前农村人居环境普遍面临乡镇企业效能低下、管理不善等导致的工业污染,农民过量使用农药、化肥产生的农业污染、生活垃圾随意堆放和生活废水乱排放等问题。这些问题与农民日益提高的生活水平和对美好生活环境的需求相矛盾,同时制约了农村经济的发展,影响乡村振兴的进程。其内在原因主要是农民环境保护意识淡薄,缺乏主体自觉性;地方政府重视不够,立法不足;人居环境建设投入不足,区域发展不平衡等。针对农村人居环境的污染问题,结合辽宁省西丰县人居环境整治的具体情况,提出以下对策建议:更新理念、加快形成绿色生产生活方式;健全环境立法,夯实制度基础;提高治理能力,掌握乡村人居环境治理主动权;加强宣传引导,提高农民环境保护意识及参与度等措施改善农村人居环境,以期为农村人居生态环境建设与研究提供有益参考。
At present,the Rural habitat Environment is generally faced with industrial pollution caused by low efficiency and poor management of township enterprises,agricultural pollution caused by excessive utilization of pesticides and fertilizers by farmers,improper disposal of household garbage and wastewater.These problems contradict with the increasing living standards of farmers and the demand for a better living environment,and meanwhile restricts the development of rural economy and affect the process of rural revitalization.The internal reasons mainly includes:farmers’weak awareness of environmental protection,insufficient attention of local governments,insufficient legislation;insufficient construction investment,unbalanced regional development and so on.In view of the pollution problem of rural habitat environment,combined with the specific situation of habitat environment in Xifeng County,this paper proposed the follwong suggestions:update the concept of rural ecological environment and accelerate the formation of green production and lifestyle;improve environmental legislation and consolidate the policy foundation;improve governance capacity and strengthen rural habitat environment management;strengthen the publicity and guidance to improve the awareness and participation of farmers in environmental protection,et al.so as to provide useful reference for the construction and research of rural habitat ecological environment.
