摘要
县级政府贴近基层政府,提升县级政府的决策能力对创造性的执行中央和省市政府的决策、对县域经济社会的发展具有特别重要的意义。正在于此,作者在对陕西省泾阳县云阳镇、王桥镇和兴隆镇走访调研的基础上,了解了泾阳县政府的决策状况,泾阳县政府在决策过程中还存在决策人员责任意识不强、决策前民意调查不充分、决策中公民参与水平不高、决策后监督机制不到位的问题,因此,县级政府有必要加强培育公职人员的责任感,在决策工作中做到充分了解民意、扩大公民参与以及加大决策监督的范围和力度,最大程度上形成一个利民、科学、有效的决策机制。
The county-level government is close to the grass-roots government.Improving the decision-making ability of the county-level government is of great significance to the creative implementation of the decisions of the central and provincial and municipal governments,and to the economic and social development of the county.It is here that we have learned about the decision-making situation of the Jingyang County government on the basis of visiting Yunyang,Wangqiao town and Xinglong in Jingyang County,Shaanxi Province.In the decision-making process of Jingyang County government,there are still some problems such as the lack of responsibility consciousness of decision-makers,insufficient public opinion survey before decision-making,low level of citizen participation in decision-making and inadequate supervision mechanism after decision-making.Therefore,it is necessaryfor the county-level government to strengthen the cultivation of the sense of responsibility of public officials,fully understand the public opinion,expand the participation of citizens and increase the scope and intensity of decision-making supervision in the decision-making work,so as to form a beneficial,scientific and effective decision-making mechanism to the greatest extent.
