摘要
十年来,国内基层卫生信息平台建设经历了从功能单一到日趋完善、从无章可循到标准统一的发展阶段。为了解省级基层卫生信息平台建设效果,本研究以北京市建设模式和应用效果为例,通过问卷调查、实地访谈等研究方法,对市、区两级基层卫生信息平台功能应用与数据采集利用调查分析。北京地区基层卫生信息平台各项功能模块应用和数据采集利用效果符合预期,满足了基层卫生系列改革举措的创新需求。为促进国内基层医疗卫生业务统筹发展,有效发挥基层卫生信息平台在基层减负、赋能、提质、增效等方面的作用,各省应进一步建立联合工作机制,共同推进省级基层卫生信息平台标准建设、数据质控、数据资源利用等各项工作。
In the past ten years,the construction of domestic primary healthcare information platform has gone through a development course from single function to increasingly perfect,from no rules to follow to unified standards.In order to understand the effect of provincial-level primary healthcare information platform construction,this study takes the construction mode and application effect of Beijing as an example,to investigate and analyze the functional application and data collection and utilization of primary healthcare information platform at municipal and district levels through questionnaire survey,field interview and other research methods.The application of functional modules and data collection and utilization of primary healthcare information platform in Beijing achieved expected results,and met the innovative needs of a series of primary health reform measures.In order to promote the overall development of domestic primary healthcare service and effectively play the role of primary healthcare platform in reducing burden,empowering,improving quality and enhancing efficiency,provinces should further establish a collaborative working mechanism to jointly promote the standard setting,data quality control and data resource utilization of provincial primary healthcare information platform.
