摘要
新基建是以新发展理念为引领,以技术创新为驱动,以信息网络为基础,面向高质量发展需要,提供数字转型、智能升级、融合创新等服务的基础设施体系。一方面,"新基建"包含的三项(信息、融合和创新)基础设施,是全社会的信息化基础设施,为应急管理部门提供了强大的基础设施保障;另一方面,应急管理方面丰富的应用场景,对"新基建"有着紧迫的需求,可以拉动"新基建"建设。为更好地满足新时代应急管理工作需求和应急指挥实战需要,推进先进信息化技术与应急管理业务的深度融合,解决应急管理业务领域的痛点难点,推动信息化技术成果在应急管理领域应用,建议从信息基础、融合基础设施及创新基础设施三方面来加强应急管理信息化建设,实现智慧应急。
The new infrastructure construction is an infrastructure system providing services such as digital transformation,intelligent upgrading and integration innovation,which is guided by new development concepts,driven by technological innovation and based on information networks,facing the needs of high-quality development.On one hand,the three infrastructures(information,integration and innovation)included in the"new infrastructure construction"are informatization infrastructures of the whole society,providing a strong infrastructure guarantee for emergency management departments;on the other hand,application scenarios in emergency management are abundant and it urgently needs"new infrastructure construction",which can stimulate and enhance the construction of new infrastructure.In order to better meet the needs of emergency management and command in the"new era",promote the integration of advanced information technology and emergency management,solve the difficulties in emergency management field,and promote the application of information technology,it is recommended to strengthen the information construction of emergency management from the three aspects of information foundation,integrated infrastructure and innovative infrastructure to realize intelligent emergency response and contingency measure.
