摘要
我国是世界上发生自然灾害最频繁和最严重的的国家之一,各种突发事件对我国经济发展和人民生命安全带来了不利影响,尤其是2020年新冠肺炎疫情的发生更是对我国应对突发事件的能力提出了新的挑战。为了应对各种突发事件带来的挑战和威胁,进一步贯彻党的十九届四中全会提出的推进应急管理体系和管理能力现代化的目标要求,必须不断提升各级政府部门突发事件应对的能力,应急管理人才成为提升突发事件应对能力的关键和内在动力,而基层更是突发事件应对的第一线,基层公务员如何应对突发事件成为重中之重。因此,基层公务员必须具有突发事件应对的能力和素质,不断提升应对突发事件的能力与责任感,有效应对突发事件中带来的各种风险与挑战,保障社会安定和谐及人民群众生命健康安全。
China is one of the countries with the most frequent and severe natural disasters in the world.Various emergencies have adversely affected China’s economic development and people’s lives,especially the outbreak of COVID-19 in 2020.New challenges has posed to China’s ability to respond to emergencies.In order to cope with the challenges and threats brought about by various emergencies,and to further implement the goals and requirements of the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China to promote the modernization of the emergency management system and management capabilities,government departments at all levels must continue to improve their capacities of emergency response.Emergency management talents have become the key and internal driving force to improve the ability of emergency response and the grassroots level is the front line of emergency response.How grassroots civil servants respond to emergencies has become the top priority.Therefore,Grassroots-level civil servants must master the ability and quality of responding to emergencies,continuously improve their sense of ability and responsibility in responding to emergencies,effectively respond to various risks and challenges brought about by emergencies,and ensure social stability and harmony as well as people’s lives and health safety.
