摘要
近年来,高校突发事件频发,且有日益增多的趋势,不仅影响正常的教学和生活秩序,还可能对学校的声誉和社会的和谐稳定构成威胁。本文阐述了高校突发事件应急管理的内涵,对高校突发事件应急管理理论进行了深入分析,并应用4R危机管理理论对高校突发事件从预警过程、预防过程、处置过程、恢复过程等四个方面进行了探讨,以高校突发公共卫生事件应急管理为例阐述了在预警、预防、处置及恢复的具体做法,以期提升高校的应急管理能力,实现高校对突发事件的精准预警、高效预防、妥善处置和及时恢复。
In recent years,emergencies occur frequently in universities,and there is an increasing trend,which not only affects the normal teaching and living order of the university,but also threatens the reputation of the university and the harmony and stability of the society.This paper expounds the connotation of college emergency management,deeply analyzes the theory of college emergency management,and applies 4 R crisis management theory to discuss college emergency from four aspects:early warning process,prevention process,disposal process and recovery process.Taking college public health emergency management as an example,this paper expounds the specific methods of early warning,prevention,disposal and recovery,in order to improve the efficient emergency management ability and realize the accurate early warning,efficient prevention,proper disposal and timely recovery of emergencies in universities.
