摘要
综述了现阶段油气交接面临的原油和天然气的新品质要求,政府天然气能量计量计价体系建设要求,国家油气管网公司成立对油气交接的影响。对新形势下中石油油气对外交接计量适应性进行了分析,指出上游业务油气对外交接计量的管理体系、器具配置、技术能力,能够基本满足现行油气业务运行要求,油气品质分析自动化程度待提高,交接计量管理制度、争议处理机制和交接协议模板需要进一步更新,天然气能量计量站点配置、能量计量技术和标准体系都有待进一步加强。
This paper expounded on the new quality requirements for crude oil and natural gas at the current stage of oil and gas transfer,how the establishment of national oil and gas pipeline network company affects crude oil and natural gas transfer,and the government requirements for the construction of natural gas energy metering and pricing system.The adaptability of PetroChina’s external oil and gas transfer measurement under the new situation are analyzed.It pointed out that the management system,equipment configuration and technical capacity of upstream oil and gas transfer and measurement can basically meet the current operational requirements of oil and gas business.In addition,oil and gas quality analysis needs to be more automated.Transfer measurement management system,dispute settlement mechanism and transfer protocol template need to be further updated.Natural gas energy metering station configuration,energy metering technology and standard system need to be further strengthened.
