摘要
长三角地区一直是中国数字经济发展高地,围绕集成电路、电子信息、卫星导航、工业互联网、云计算、大数据、电子商务等方面形成了区域协同的产业集群发展,区域性产业链供应链体系基本建立。通过调研我们也发现依然面临一些问题,包括:数字产业链供应链"受制于人"没有根本改变,核心产品供给保障仍需加强;产业数字化深度、广度和效率尚待提升,包括数字化认知、工业数据法律法规、产业数字化标准等在内的关键领域环节仍需强化;数据要素市场化处于起步探索阶段,对产业基础高级化带动作用仍需培育;产业链供应链存在短板,自主可控与现代化水平亟待增强;碳排放监管能力不足,数字化绿色化融合发展亟待深入推进等。为此,建议从区域协同保障机制、区域创新链与产业链融合、数字技术赋能实体经济以及完善数字经济区域生态等四个方面持续深化相关工作,推动长三角数字经济高质量发展。
The Yangtze River Delta has always been a leading area of China’s digital economy.A regional industrial chain and supply chain system has been basically established in the area of integrated circuits,electronic information,satellite navigation,industrial Internet,cloud computing,big data and e-commerce.Through research,we also find that we still face some problems,including:the digital industrial chain and supply chain are still under the control of others,and the supply of core products needs to be strengthened;The depth,breadth and efficiency of industrial digitalization still need to be improved,including the recognition of digitalization,industrial data laws and regulations,industrial digitalization standards and other key areas need to be strengthened.The marketization of data factors is in the initial stage of exploration,and the driving role of the advanced industrial foundation still needs to be cultivated.Weak links exist in the industrial and supply chains,and the level of autonomy and control and modernization urgently needs to be strengthened.The capacity of carbon emission supervision is insufficient,and the integrated development of digitalization and greening needs to be further promoted.Therefore,it is suggested to deepen relevant work continuously from four aspects:regional coordination guarantee mechanism,integration of regional innovation chain and industrial chain,digital technology enabling real economy and improving regional ecology of digital economy,so as to promote high-quality development of digital economy in the Yangtze River Delta.
