摘要
政策学习是公共政策研究的重要议题,为理解政策制定和演化提供了新的理论视角。本文基于对国外代表性文献的分析,发现学者从学习要素和发生标准等维度对政策学习的概念予以界定,相关研究存在两种取向,即分别将政策学习视为因变量和自变量,阐释政策学习的动因和结果。在经历了早期的概念界定和初步研究后,政策学习研究逐渐聚焦于学习主体、学习机制和学习类型三个议题,结合实践经验回答相关理论问题。展望未来,政策学习研究应从以下方面予以深化:廓清概念纠纷,达成概念共识;夯实理论基础,构建理论框架;拓展研究视角,发掘理论价值;推进本土研究,彰显中国特色。
Policy learning is an important topic in public policy research,which provides a new theoretical perspective for understanding policy-making and policy change.Based on the analysis of foreign representative literature,it is found that scholars define the concept of policy learning from the dimensions of learning elements and occurrence standards.There are two orientations in relevant researches,which are,they regard policy learning as dependent variables and independent variables to explain the motivation and results of policy learning.After the early concept definition and preliminary research,policy learning research gradually focuses on three topics:learning subject,learning mechanism and learning type,and answers relevant theoretical questions combined with practical experience.Looking forward to the future,policy learning research should be deepened from the following aspects:(1)Clarifying conceptual disputes and reaching conceptual consensus;(2)Tamp the theoretical foundation and construct the theoretical framework;(3)Expand the research perspective and explore the theoretical value;(4)Promote local research and highlight Chinese characteristics.
