摘要
经过近十年的快速发展,广东省中山市的知识产权创造和保护意识不断增强,专利的申请量和授予量稳步提高,知识产权运营体系逐步建立,但也存在一些不适应发展的新情况、新问题。在创新驱动战略下,把知识产权制度建设作为抓手,通过培育知识产权创造主体,创新知识产权人才队伍建设,创新知识产权公共服务机制,探索在产业高度集中的镇区设立知识产权保护中心,建立完善知识产权转移转化激励机制,建立并完善知识产权大保护工作格局,是当前的重要任务。
As Zhongshan,a city in Guangdong province,has undergone rapid development in the recent decade,its awareness of intellectual property(IP)creation and protection has been increased-both the numbers of patent application and approval are steadily increasing and a system governing IP operation has been initiated.However,some new issues and circumstances not in line with the innovation-driven growth strategy have shown up as well.Therefore,the following tasks are addressed at the current stage to perfect an IP governance system in Zhongshan:more quality IP creators should be supported,more IP professionals should be attracted,more IP related public service mechanisms should be created,some IP protection centers could be arranged in some districts or towns with industrial clusters,some incentives on IP transferring and transforming should be designed,and an integrated framework to protect IP in all dimensions should be established.
