摘要
由于身份属性、发展历程和资源条件的特殊性,民办高校内部治理存在着主体单边、权力边界模糊、民主监督弱化以及内部关系不顺等问题,导致高校内部权力冲突频现、管理失范、监督缺乏,制约着民办高校的健康发展。民办教育新法新政对非营利性民办高校的内部治理提出了具体的制度设计和要求,即以分类管理为契机,通过加强顶层设计、明晰产权关系、完善治理结构、强化民主监督等优化策略,进一步提升治理水平。实现治理能力现代化,是非营利性民办高校彰显办学公益性、释放体制机制活力、实现高质量发展的有效途径。
Due to the particularity of identity attributes and development process,the internal governance of non-governmental institutions of higher learning has many problems such as unilateral subject,blurred power boundaries,weakened democratic supervision,and unsatisfactory internal relations.This leads to frequent internal power conflict,improper management and lack of supervision,which restrict the healthy and stable development of non-governmental institutions of higher learning.The new non-governmental education laws and policies put forward specific system design and requirement for the internal governance of non-profit non-governmental institutions of higher learning.Taking the opportunity of classified management,through strengthening the top-level design,clarifying the relationship of property rights,improving the governance structure,strengthening the democratic supervision and other optimization strategies,it further improves the governance level.Realizing the modernization of governance capacity is an effective way for non-profit non-governmental institutions of higher learning to highlight the public welfare of running schools,release the vitality of the system and mechanism,and achieve high-quality development.
